Ukraine is no longer under EU arms embargo. Between February and July 2014, an arms embargo was in force at the European level, but it was not considered as legally binding.

Currently, Ukraine is not subject to any embargo measures. Between February and July 2014, an embargo was put in place at European level. However, this was only declaratory in nature. 

Prohibitions 

Member States decided on February 20th 2014 to put on hold exports licenses to Ukraine for equipment which might be used for internal repression – without details on the relevant equipment – and to review licenses for items listed on the Common Military List of the European Union in accordance with the EU Common Position 2008/944/CFSP criteria on arms exports. 

On July 16th, due to “the continuation of illegal activities by armed militants in Eastern Ukraine” as well as the transit of weapons and fighters from Russia to Eastern Ukraine, EU Foreign Ministers decided to lift prohibitions on arms exports licenses established in February 2014.
