Prohibitions

Between May 1994 and July 2008, the UN Security Council enforced an embargo which prohibited any sales or supplies of arms and related materials of all types to the territory of Rwanda and to non-state actors of neighboring countries wishing to use these arms and related materials on the territory of Rwanda.

Exceptions

Not requiring any prior approval from or notification to the UN Sanctions Committee on Rwanda:

  • During the last phase of the UN embargo, from 2007 onwards, any arms transfers to Governmental Forces of Rwanda were allowed provided that items transited through certain entry points determined by the Government of Rwanda. Before 2007, such transfers had to be notified by the exporting State to the UN Sanctions Committee.
