China has been under EU arms embargo since June 1989. Although the embargo still remains active, its content and scope have never been commonly agreed neither evenly interpreted or applied by all EU Member-States.

The European Council Declaration of Madrid of June 27th, 1989 calls upon States to interrupt military cooperation and to impose an arms embargo on China.
Exceptions
The interpretation of the scope of these sanctions remains a national competence of each Member State, in the absence of a consensus at the European level.
